bmw striking the driver one time. >> the officer was not badly hurt. the suspect is now in stable condition. this is the fifth bay area police shooting in as many days. the first shooting happened last thursday night when sonoma county deputies shot and killed a suspected kidnapper. bay area police shot and killed four more times over the weekend. all of this follows the shooting death of two santa cruz police officers last week. and we'll have a chance to honor and remember those officers today and tomorrow. santa cruz police sergeant loran "butch" baker and officer elizabeth butler were shot to death last tuesday. a public viewing will be held this afternoon from 3:00 to 8:00 at santa cruz memorial on ocean street in santa cruz. and tomorrow, a joint public memorial will be held at noon. that will be at hp pavilion in downtown san jose. a motorcade will take the caskets from santa cruz to san jose and you can watch live coverage of tomorrow's service right here on kpix 5. the other big story today

is the weather. it's been wet and windy all night. and there's more rain to come. kpix 5 meteorologist lawrence karnow is tracking the system. hi-def doppler and foul weather turtleneck is on. >> that's right. and i'm loving it! just nice to see the rain again. it's been so darn dry the first part of the year but looks like we are back in the rainy weather pattern now. the gusty winds out there, the main cold front has swept on through but it looks like more showers are on the way on and off today. we'll get some sunny breaks in between but still you will see some brief downpours. the heaviest rainfall right now toward the gilroy, morgan hill area, toward the 101 in hollister, traveling in that location be very careful. you will see puddles on the roads. and some very slick conditions. still, as we head throughout the day today, you will see a couple of breaks. we see some of that over the bay bridge right now. it looks like we are going to see scattered showers on and off throughout the day today to add to some nice toestals so far, almost an inch of rain in santa rosa a third inch in

redwood city, .25" in concord. and almost .25" at sfo. so a nice little soaking overnight and we're not done yet. this core of this low is going to make its way slowly down across the bay area toward the next day or so. that means unsettled showery weather continuing even the possibility of some thunderstorms as we get into thursday. temperatures are going to be cool, brisk with those showers on and off. only in the 50s outside. more rain to come. we'll have details on that in a few minutes. let's check the roads with elizabeth. >> thank you, lawrence. even in minor rain, this is what can happen if you take one of the those turns too fast. we don't know for sure if this is weather-related but this is what happened a little while ago. a car somehow skidded off the road and slammed into a pole right there at the intersection in san jose. this is at bernal road and saint ygnacio avenue. so avoid the scene. we don't really see any streets blocked off in the area, but again, minor injuries reported there.

we have rain and wind. we have high wind advisories in effect for just about every bridge including the bay bridge. this is a live look from the "s" curve. traffic is building on the upper deck. delays are growing as well behind the toll plaza. not sure about metering lights. but this is right around the time they generally turn them on. so just be extra careful. we are seeing a number of spinouts. nothing causing a huge hotspot right now. one of our busiest commutes is the westbound 580 ride coming from the altamont pass towards the livermore area. chain requirements in effect for 80, 50 and 880 -- 50, 88 and 880. all bart traipse are running on time. that's your "timesaver traffic." back to you guys. >> thank you. new this morning, the s.w.a.t. team was called to san mateo general hospital overnight when a patient set a small fire. kpix 5 reporter anne makovec is

outside the hospital this morning with what's happening with that patient now. good morning, anne. >> reporter: good morning. that patient is currently under evaluation by mental health professionals. he could soon be under arrest. as for the scene here, you can see a little piece of crime tape still up at san mateo medical center but otherwise the "all clear" has been begin as of 12:45. things are now back to normal at this facility after about 10:30 last night. that is when a patient on the first floor sit a small fire in his room. security staff started evacuations in nearby rooms and sit up a perimeter around that specific room. police called in a s.w.a.t. team negotiator and about two hours later, they were able to make entry into the room and take the disturbed patient into custody. >> from this point forward the person has been detained. medical staff will evaluate him and figure out what his situation is and take it from there. >> reporter: no injure to staff

or patients. but obviously this is a major inconvenience as far as damage to the hospital. it was contained to the room where that man was barricaded and set that small fire. live in san mateo, anne makovec, kpix 5. >> it's unclear what charges the patient may face. in other bay area news, an accused drunk driver due in court today to face charges that include vehicular manslaughter. 29-year-old kiran brewer of san francisco is suspected of hitting and killing a 17-year- old girl over the weekend. three people accused of stealing a sailboat from sausalito running it aground in pacifica expected in court today. bail more than a million dollars each. the keys to the 82-foot yacht had been left inside the cabin. so when the lights go down in the city, cue the journey music, please, 25,000 l.e.d.s turn on right here in san francisco. >> thought you were going to start singing. >> not a chance. installation debuted last night. >> oh!! look at that! >> the dazzling display is funded by $8 million in private donations. it will go on from 9 p.m. to 2 a.m. nightly until 2015. san francisco's mayor is already imagining the lights as a more permanent fixture. >> we talk about this being a two-year commit mint. with the success this has, we're already -- i will predict that people including myself will want this to be ongoing certainly during my lifetime. [ applause ] >> it certainly is beautiful. it's lit up by 25,000 l.e.d. lights wrapped around 100,000 feet of cable. >> all those lights the electricity bill must be a fortune, right? not really. just 15 bucks a night. it works out to $11,000 over the two-year life-span of the display. remember, kpix 5 is the official broadcast partner for the bay bridge alliance.

we'll have continuous coverage of the countdown to the opening of the new eastern span 180 days and counting. the hayward city council voted to end the red light program. the feeling is motorcycle officers are more effective. the program costs the city 1.3 million a year to operate and revenue from the fines from those cameras is about $100,000. but more importantly, city councilman mark salinas says the cameras haven't reduced accidents in the city. the program will end in two years when the contract with that camera company expires. washington is bracing for a winter storm that could bring more snowfall than this area has seen in more than two years. i'm susan mcginnis in. what with the story coming up. >> it doesn't just happen in the bay area. amazing video shows a 28,000- pound crane come crashing down in oregon. it's not what

seeing spinouts. there are several wind advisories in effect on most of the bridges including the san mateo bridge. caltrans has the warning signs up. so westbound 92 the drive time is still 15 minutes heading out of hayward towards foster city. let's check the nimitz. another live camera here is 880 near the oakland coliseum. this camera on a windy day demonstrates how gusty it is because it usually shakes back and forth. right now it looks okay, pretty steady. you can see traffic is moving at the limit as you head towards downtown. we have a couple of things to tell you about at the bay bridge. the metering lights are on so we are starting to see delays in the cash and fastrak lanes. there's also a stall just reported. i just got word of that from my producer westbound 80 by the center anchorage, one lane is blocked. they are working to clear it. they canceled the high wind advisory for the bay bridge. so apparently it's not quite as bad any longer but those other high wind advisories are still in effect. let's go to our maps.

this is a live look at the golden gate bridge. traffic looks okay right now out of ma ryan county. caltrans had suspended overnight roadwork because of the wet roads. westbound 580 this is definitely one of our busier spots right now actually starting from 205 out of tracy and you will notice this continuous line of brake lights past livermore towards the dublin interchange. that's why that drive time is in the slow category. elsewhere to the south bay now and this is where we are seeing a number of spinouts. it looks like a number of them are being cleared. that is your "timesaver traffic." lawrence, he is dressed appropriately today for rain. he has his mock turtleneck on ready to go. >> finally able to break out the high-def doppler radar once again and yes, indeed, we have seen significant rainfall overnight in the bay area and we're not done. we have more showers showing up. we're seeing breaks though as the main cold front has moved through but our hi-def showing you some of the heavier rainfall in the south bay but showers continuing into the north bay as well as more of this is going to rotate onshore throughout the day today. so you'll see some sunshine and

then some wandering showers will come through on and off throughout the day today and probably into tomorrow. looking out over the bay kind of giving you a good idea of it. you have broken clouds now, a little clearing in between then some showers come through. the winds have been gusting starting to settle down a bit but overnight we had a gust of 40 miles per hour at sfo, 35 in santa rosa, 33 in oakland and 32 degrees in napa. you get the idea that was a good cold front in the area. out the door chance of more scattered showers, 40s and 50s now. by the afternoon, we are looking at a lot of clouds and an occasional shower and some cool and brisk conditions. this low coming right down out of the gulf of alaska so carry that umbrella and don't leave it behind the next couple of days. you may need it. in fact, maybe even some thunderstorms as we get into thursday. a lot of snow in the sierra nevada. winter storm warnings along the western slopes about 4,000 feet, another five to ten inches of rain expected throughout the day today and gusty winds to go along with that, too. highs only in the 50s outside. and the next couple of days,

yes, winter is finally back. chance of some thunderstorms for tomorrow. showers possible into friday morning. beautiful and spring-like over the weekend. >> it looks it. all right, lawrence. thank you. >> you're welcome. >> thank you, mr. karnow spring is just around the corner but winter is still going strong in many parts of the country. cbs news reporter susan mcginnis is out in the wind and the snow live from washington, d.c. so no politicians today, just mother nature, right? >> reporter: that's right. no politics today. it's all about the weather here, frank and michelle. the snow was coming down really hard just a few moments ago. it felt like we were in a snow globe. it's tapered off a bit and now it's like an icy rain. the temperature is still above freezing so we are not seeing accumulations. so it will take some serious snow here over a long period of time for us to really notice that the snow is sticking around. for now, it is possible the storm, you know, continues throughout the day so we could

see that snow. what was expected was possibly more snow than this area has seen in years. it started as rain and sleet and now it's snow falling in the nation's capital. five to ten inches are expected in the city while outlying areas could see up to one to two feet of snow. >> that won't run your whole house. >> reporter: generators are in high demand as people worry about power outages. utility providers say they have been preparing for a storm like this since the last blizzard hit the capital in 2010. >> turned over 5700 miles of trees in the past three years. >> reporter: road crews are mobilized with plows and sand to clear roads and highways. the storm is expected to batter the d.c. metro area all day long as it moves up the east coast. >> it's not looking good. >> reporter: hundreds of flights have already been canceled in washington, d.c. and new york where the storm is headed next. that's adding to travel problems. more than 1500 flights were

canceled across the u.s. tuesday. at chicago's o'hare airport, one of the busiest in the world, nine inches of snowfall took its toll on departures and arrivals. >> i think we are going to be staying in chicago. >> reporter: on the shore, flooding is a concern. crews in brick township, new jersey, spent tuesday building sand dunes. this town is still recovering from superstorm sandy. mayor steven acropolis spent the day on an atv looking for residents and urging them to leave. >> if there's a low-lying area or they are on the barrier island, we are asking them to seek higher ground. >> reporter: flood warnings stretch from delaware to long island. and so the snow is still coming down as sort of a mix of snow and rain. the government is shut down for the day. schools in the area have closed. many businesses telling their employees not to come in. usually i'm standing here reporting about politics every morning. right now i'm surrounded by media including the weather channel here, it is all about

the weather. there are no politics today. frank and michelle? >> oh, boy, yes, it is weather, susan. when i lived in the d.c. area i remember on snow days much like this the city would just shut down. how prepared is washington for a storm like this? >> reporter: they are quite prepared really. with the government shutdown, it's lightened up the traffic. there are hundreds of plows in the city and thousands around the metro area. utilities are ready with folks taking care of tree limbs, preparing for downed power lines. there are power outages expected but it looks like they have a handle on it at least from what we can see for now. >> susan, if that's jim cantore with the weather channel, tell him frank says hi, okay? >> reporter: sure will. that is jim. >> good. tell him i said hi. great guy. >> reporter: thanks, guys. >> thank you, susan mcginnis live for us in d.c. 6:20. coming up, the swamp was packed for a huge play-off game at sf

[ bell ] >> there it is. >> and there is the bell. and this is a company in san jose so there you go a local connection. previous record by the way was set back in october of 2007 right before the bottom dropped out. the dow actually dipped below 6600 points four years ago and is more than doubled since then. the tech heavy nasdaq is still about 40% below its all-time high set before the dot-com bust back in 2000. and jason brooks is going to have more business and financial news in just a few minutes. we are going to check in with him. but hey, there you go. >> it's already going up. my 401(k) is clapping right now. >> yay! everyone is claing. >> hope it stays there. >> no kidding. right now we are following breaking news in san francisco. it's been going on all morning long. police are in a standoff with robby suspects. kpix 5 reporter cate caugiran with the very latest now from

the bayview. cate. >> reporter: frank, we have seen it all. we have seen the officers have their guns drawn behind a few cars behind me actually but there is a lot of activity going on. we have seen several more police cars arrive in this area. let's show you video from earlier. san francisco police were able to confirm that one of the suspects or a group of suspects robbed a medical marijuana dispensary and officers were able to arrest two of them. now they believe that one person has barricaded himself in a building nearby off jennings. officers set up an extensive perimeter and brought in their tactical unit. officers say the suspect has been inside the building since 3:50 this morning. again, now we're staged in the area near van dyke and jennings. we have actually been moved back a few times as they have been continuing this investigation. now we understand that a public information officer is expected here in the next 30 minutes. we have more details then. >> we know you're still gathering information but can

you tell us about that neighborhood? is it residential or are people coming out of their homes to take a look to see what's going on? >> reporter: well, now that it's light out here, michelle, actually, yes, the area behind me is largely industrial. but actually a few blocks off there are a few homes out here. now we are starting to see neighbors in the area kind of looking on and trying to figure out what's happening just as we are. >> cate caugiran live in san francisco, thank you. 6:32 now. suspected carjacker is recovering after being shot by san francisco police officers in that neighborhood. the bayview actually. last night, officers spotted a bmw that was stolen at gunpoint on monday. after a short chase they corner the driver in a cul-de-sac but he wouldn't stop. >> the bmw threw itself into reverse, striking one of the officers. that officer was then knocked to the ground. the bmw repositioned itself and was about to go forward.

the officer was vulnerable. two of his brother officers fired at the bmw striking the driver one time. >> that suspect is now in stable condition from that gunshot wound. the officer was not badly injured. last few days have seen a spike in police shootings all across the bay area. the first shooting went down thursday night when sonoma county deputies shot and killed a kidnapping suspect then four more deadly police shootings last weekend. the most recent, sunday morning in hayward. all of this follows the shooting deaths of two santa cruz police officers. that happened last week. those two officers are being remembered with events today and tomorrow. santa cruz police sergeant loran "butch" baker and fellow officer elizabeth butler were killed in a confrontation with a suspect last tuesday. at 3:00 this afternoon will be there a public viewing of their caskets at the santa cruz memorial on ocean street until 8:00 tonight. a public memorial for the officers set for tomorrow at noontime. that will be at the hp pavilion

downtown san jose following a motorcade from santa cruz to san jose. you can watch tomorrow's service live right here on kpix 5. turning now to weather, the rain is back. check out the showers coming down last night. this was in dublin and there's more where that came from, right, lawrence? >> oh, yeah. we have had some 35, 40-mile-an- hour gusts around the bay area. it's nice to see the wintry weather back. >> you're loving this? >> every bit of it! we are going to continue as we'll see more showers outside, although the main cold front has moved on through now. so it's going to be more broken showers outside. and some occasional sunshine in between. right now the heaviest amounts of rainfall further to the south into the monterey bay area and north near gilroy and morgan hill right along the 101. heavy downpours there now. still more to come throughout the day today. over the bay though, slightly broken and the temperatures not too bad outside right now. mainly in the 40s and the 50s. rainfall pretty impressive, almost an inch of rain in santa

rosa. just over a third in redwood city. a quarter in concord. just about that at sfo and san francisco .19. so a nice little soaking overnight. and we are not done with the rain as we have more of that cold air that is going to sweep in behind this system. that will bring with it a chance of more showers throughout the day today and some cool brisk temperatures. highs will only be in the 50s even a chance of some thunderstorms tomorrow. will this all end before the weekend? we'll talk about that in a moment. right now let's check the roads with elizabeth. >> we'll take you towards the bay bridge. they canceled that high wind advisory. couple of high wind advisories have been canceled now including one for the richmond/san rafael bridge, as well. they also cleared that stall that was on the upper deck. unfortunately, we have a good sized backup behind the pay gates because the metering lights turned on and then that one lane was blocked for a while while caltrans crews were working to clear the stall. it's backed up to the foot of the maze now. to the maps and our live traffic cameras. up the incline section, this is what it looks like. so even once you get past the metering lights it's still slow towards treasure island. mass transit would be a great

option today. we have not had any hiccups so so far everything is still reporting no delay for bart, muni, caltrain and ace trains 1 and 3. the milpitas ride westbound 237, this is extra slow because of a couple of different spinouts, crashes, one in milpitas, another one closer to sunnyvale. so it's stacked up now as you leave 880 and we'll quickly go flying over highway 4, a tight squeeze heading on the westbound lanes from a street towards somersville. that's traffic. back to you guys. >> you want to be careful especially on the wet roads and remember, you can track the rain anytime with our live high- def doppler radar. that's on our website, cbssf.com/weather. new this wednesday morning a patient set a small fire inside his room at san mateo general prompting evacuations overnight. kpix 5 reporter anne makovec is outside the hospital now with the police response. anne? >> reporter: fire in a hospital, one of the last things you want to see happen. but police were able to clear

world. it's been a been rough. the population in sicily isn't in danger. it's not lava but snow up in the sierra and boy, do they need it. >> yeah, sean bennett joins us live from blue canyon with the conditions on interstate 80 and elsewhere. lots of snow there. >> reporter: lots of snow and lots of wind. the snow and wind is wreaking havoc. feels like a box of tacks hitting my face if you can relate to that. it's bad. brought a couple of experiments up to blue canyon this morning. m 49ers t-shirt. i poured water on it and within 30 minutes the t-shirt froze. national weather service says anywhere between 2 to 4" of snow per hour. these pieces of duct tape significant any fine one, two, three inches, filled to the brim 4." national weather service right

on this morning as far as frozen water. that didn't really work out this morning. i got a bottle in my hand. it's only 31 degrees. a good look as plows are out and about plowing the eastbound and westbound sides of interstate 80. the thing is that the snow is falling so fast out here they can't be everywhere at once. so we are seeing a lot of cars and trucks going really slow down to around 5 miles an hour. because of the white-out conditions and the roads, not being plowed for, you know, 20 minutes or so in between when the plows come here. but as far as the boreal and ski resorts up and over donner summit, here's some video from boreal. you can see there is a lot of snow out there and the resorts loving this storm that's going to last for days because that's going to mean money for them and the gas stations on the way up. if you are coming up here right now, leaving the bay area possibly the sacramento valley no chain control in effect. that was lifted about an hour ago. just got to be careful because you're dealing with windy conditions that can push you around the interstate. >> sean, we're calling you professor bennett now, not sean

[ laughter ] >> reporter: appreciate it. >> sean bennett live in blue canyon, thank you. the ski resorts, i was up skiing over the weekend with the special olympics and it was spring skiing and some of the runs were closed. this snow, everyone up there is saying, please! >> they could see another 10" today. so good for them. they will get snow up there. they are seeing strong gusts with sean. gusts at 37 miles an hour. so blowing up there. be careful heading to the high country, winter storm warnings in effect at 4,000 feet. around the bay area today more scattered showers. the main cold front has pushed through but you can see it's sliding up into the sierra nevada. so if you are heading in that direction, be prepared. grab your chains and expect some delays as you have a lot of snow coming down there. we are seeing more scattered showers popping up on our high- def doppler radar this morning. you see some of that along the 101 near petaluma, some scattered light showers at this time. this is what we are going to see now. pockets of showers throughout the day today. you will see some sunshine mixed in between and then a wandering shower move on through. you see that over the bay bridge right now. clouds in the background, but

also some sunshine up above. and that's what we are going to see throughout the day today. winds have been blowing. it's starting to decrease now but we had a 40-mile-an-hour gusts overnight at sfo. santa rosa 35 miles per hour. 32 in napa. 33 at the oakland airport. and 31-mile-per-hour wind gusts in concord. you get the idea this is a significant cold front sliding through. and almost an inch of rain in some of the north bay mountains. windy start to the day. the showers starting to taper off a little bit. we are going to see more of that on and off throughout the day today and staying unsettled not only today but over the next couple of days maybe even a couple of thunderstorms headed our way. the trough along the west coast now keeps the door open for the possibility of some rain. possible delays at sfo due to some of the shower activity and the windy conditions, as well. across the country, we have some sunshine into houston, snow showers into chicago, mix of snow and rain into new york. that could cause some problems. temperatures around the bay area will be mainly in the 50s, cool and brisk outside, the next couple of days unsettled weather will continue. then it looks like we dry out late on friday, more sunshine

almost spring-like conditions over the weekend. all right. let's check the slick roads with elizabeth. >> sounds like we have to get through the next few days. and we're already seeing some drying out in our accident -- and our accident count is less in the last half hour or so, as well. so here's a live look now at the nimitz. 880 in oakland, a couple of those wind advisories have also been canceled in the last 15 minutes. this is near the oakland coliseum and oakland airport. so far no delay northbound or southbound 880. san mateo bridge i think the wind advisory issued by chp is still in effect. you can see that one caltrans warning sign out there but it's not really impacting the commute. it's not causing much of a delay. this is traffic in the commute direction westbound 92 heading out towards the high-rise. let's go to our maps and we'll go flying with chopper 5. here is flying over the altamont pass, and it's a touch slow-and- go coming out of tracy 205 and it's actually just kind of a continuous line of slow traffic all the way towards the dublin interchange. maybe a little improvement as you get closer towards 680 but

[ laughter ] >> you know what i'm trying to say, right, jason? >> good morning. we. >> us have more good numbers to throw your way. we just have more good numbers. stock market starting well after yesterday's record setting session. the dow closing at 14,254, 90 points above its prior record from nearly 5 1/2 years. essentially if you didn't pull all the money out of your 401(k)s when the market was collapsing a few years ago, you have gotten most of that back since that time. market is getting a boost this morning from adp. they track private payrolls and saying there was decent job growth in february a gain of 198,000 jobs.

that's quite a bit better than what was expected. they also revised january higher by 23,000 to 215,000. this leads up to the employment report on friday from the labor department. it is looking for a gain of around 160,000 jobs. usually a bit more conservative than what adp reports. there could be government cuts, unemployment expected to stay around 7.9%. fortune is reporting this morning that youtube is considering launching a new music streaming service in which for a subscription, you would be able to skip the ads at the beginning of music videos and probably get some other features, as well. let's check the stock market. after its record setting session, right now the dow is up by 48 points at 14,302. first time crossing 14,300. nasdaq and s&p both up. s&p only 21 points away from setting its own record high that was from five.5 years ago. michelle and frank, back to

"people" magazine broke the news on its website this morning. the 73-year-old actress told the magazine she received into us in january and has about three months to live.
